Theater Room SPs UIN Jakarta, BERITA SEKOLAH: The Graduate School of the State Islamic University (SPs UIN) Syarif Hidayatullah Jakarta held the 1613th Doctoral Promotion Exam in the Theater Room on Wednesday, February 26, 2025 with the promovendus Achmad Cholil.

Achmad Cholil is a student of the Doctoral Program in Islamic Studies with Sharia Concentration. He wrote a dissertation entitled "The Effectiveness of the Supreme Court Chamber System in Maintaining the Consistency of Judgments and Legal Unity from the Perspective of Maslahah Theory".

Achmad Cholil's dissertation explores significant changes in the Indonesian judicial system, namely the transition from the Team System to the Chamber System in the Supreme Court. The Chamber System, which was initiated in 2011, aims to overcome the problem of disparity in decisions that often occurs in the era of the Team System. Achmad Cholil in his dissertation explained that in the team system, the grouping of supreme court justices is based on the elements of the Supreme Court's leadership, not based on the type of case handled. In addition, the expertise and court background of the Supreme Court panel of judges are not necessarily and often not in accordance with the case being examined.

The journey of implementing the Room System was not smooth. Several revisions to the Decree of the Chief Justice of the Supreme Court (SK KMA) have been carried out to improve this system. Until finally, the KMA Decree Number 213/KMA/SK/XII/2014 has become the main reference in the implementation of the Chamber System in the Supreme Court until now.

The fundamental question raised in Achmad Cholil's dissertation is whether the Chamber System has succeeded in achieving its goal of maintaining consistency of decisions and legal unity. The results of his research show a positive trend, especially in the decisions of the Religious Chamber and the Civil Chamber of the Supreme Court.

An important finding from this dissertation is the central role of the Supreme Court Circular Letter (SEMA) on the Results of the Chamber Plenary Meeting as the main reference in maintaining the consistency of the decision. The decisions reviewed from 2015 to 2022 show a significant increase in the use of SEMA as a basis for legal considerations.

Achmad Cholil successfully defended his dissertation under the guidance of Prof. Dr. Abdul Gani Abdullah, SH; Prof. Dr. Kamarusdiana, MH and tested in front of a board of examiners consisting of Prof. Dr. JM Muslimin, MA; Prof. Dr. Abdul Gani Abdullah, SH; Prof. Dr. Kamarusdiana, MH; Prof. Dr. Hj. Amany Lubis, MA; Prof. Dr. Djawahir Hejazziey, SH, MA, MH; Prof. Dr. Abdul Halim, M.Ag.

After paying attention to the writing of the dissertation, the comments of the examining team and the promovendus answers, the examining team determined that Achmad Cholil was declared to have graduated with the title of Very Satisfactory and became the 1613th Doctor in the field of Islamic Studies at the Graduate School of UIN Syarif Hidayatullah Jakarta.
