Doctoral Promotion Exam of Suparno: Law Enforcement on Corruption Crimes
Prof. Dr. Suwito, MA Auditorium, Graduate School UIN Jakarta, Graduate School News – The Graduate School of UIN Syarif Hidayatullah Jakarta held its 1,734th Doctoral Promotion Examination at the Prof. Dr. Suwito, MA Auditorium of the Graduate School on Monday, October 12, 2026, with Suparno as the doctoral candidate.
Suparno is a student in the Doctoral Program of Islamic Studies, concentrating on Sharia law. His dissertation is titled “Law Enforcement on Corruption Crimes: Analysis of Decisions, the Role of Justice Collaborators, and the Response of Islamic Civil Society Organizations”. This dissertation comes amidst public attention regarding the consistency of corruption law enforcement in the country.
Through his research, Suparno seeks to examine the effectiveness of law enforcement in corruption cases from multiple perspectives. His primary focus extends beyond the technical analysis of court rulings to highlight the strategic role of justice collaborators and the engagement of Islamic civil society organizations in supporting anti-corruption efforts.
A qualitative approach based on normative legal analysis combined with legal sociology serves as the main foundation for this study. This combination of methods allows the research to examine legal texts while capturing real-world dynamics in the field.
The strength of the research data is supported by in-depth interviews with practitioners and experts, including judges, prosecutors, defense counsels, and academics. Suparno also explored perspectives from leaders of Islamic civil society organizations to gain a comprehensive understanding of the socio-religious response.
In addition to primary data, the analysis is supported by secondary data such as statutory regulations, academic books, reputable journals, and various policy documents. All data was processed interactively through data reduction, systematic presentation, and continuous drawing of conclusions.
The issue of corruption as an extraordinary crime has indeed been widely discussed by previous researchers, such as Ghani and Saputra (2025) and Nazar Nurdin (2020). However, previous studies generally examined law enforcement, justice collaborators, and the role of civil society organizations as separate topics.
The novelty of Suparno's research lies in its ability to integrate these three elements into a single, cohesive framework. This integration of judicial decision analysis, the role of justice collaborators, and the response of Islamic civil society organizations aims to evaluate the extent to which law enforcement can achieve substantive justice.
The research findings indicate that although court rulings are formally valid, material inconsistencies frequently arise. Disparities in recognizing justice collaborator status and imposing criminal sanctions still occur due to the lack of uniform standardized guidelines.
Inadequate regulations are cited as a trigger for legal uncertainty in practice. On the other hand, the vast potential of Islamic civil society organizations, such as Nahdlatul Ulama and Muhammadiyah, in overseeing anti-corruption efforts is considered not yet fully and evenly realized.
As a solution to these issues, Suparno formulated an integrative-religious law enforcement model as a new paradigm in corruption eradication. He emphasized the importance of establishing regulations at the statutory level (laws) so that sentence reductions for justice collaborators and the application of primary penalties can be executed with certainty, fairness, and a high sense of justice.
Suparno successfully defended his dissertation under the supervision of Prof. Dr. JM Muslimin, MA and Prof. Dr. Asmawi, M.Ag, before a board of examiners consisting of Prof. Dr. Zulkifli, MA, Prof. Dr. JM Muslimin, MA, Prof. Dr. Asmawi, M.Ag, Prof. Dr. Rusli, S.Ag, M.Soc.Sc, Prof. Dr. H. Abd. Rahman, MA, and Prof. Dr. Ulfah Fajarini, M.Si.
After taking into account the dissertation, the comments of the examination board, and the candidate's answers, the board declared that Suparno passed with the distinction of Sangat Memuaskan (Very Satisfactory). Suparno is the 1,734th Doctor in Islamic Studies at the Graduate School of UIN Syarif Hidayatullah Jakarta. (Jay A)
