Auditorium Prof. Dr. Suwito, MA SPs UIN Jakarta, BERITA SEKOLAH: The Graduate School of the State Islamic University (SPs UIN) Syarif Hidayatullah Jakarta held the 1614th Doctoral Promotion Exam in the Auditorium Room of Prof. Dr. Suwito, MA SPs UIN Jakarta on Wednesday, February 26, 2025 with the promovendus Nabilah binti Yusof.

Nabilah binti Yusof is a student of the Doctoral Program in Islamic Studies with Shariah Concentration. He wrote a dissertation entitled "Halal Tourism Policy (Comparative Analysis of the Implementation of Sharia Hotel Development in Indonesia and Malaysia)".

Nabilah's dissertation explores the fundamental differences in the implementation of sharia hotel policies in Indonesia and Malaysia. Through a qualitative approach, this study compares the regulations, implementation, and challenges faced by the two countries in developing halal tourism. As a result, Malaysia is considered superior with structured regulations and clear certification standards, such as MS 2610 managed by JAKIM.

Meanwhile, Indonesia is still struggling with regulatory uncertainty and dependence on DSN-MUI fatwas. The revocation of several policies, such as Permenparekraf 2/2014, has also exacerbated this condition. Implementation in Indonesia is also considered to be still in the development stage, with the Hilal-1 and Hilal-2 categories not yet fully optimal.

The study also identifies the key challenges facing both countries. In Indonesia, challenges include regulatory uncertainty, lack of halal certification, and negative stigma. Meanwhile, in Malaysia, the main challenge is the standardization of facilities and the acceptance of sharia concepts by multiracial communities.

Nabilah managed to present a comprehensive analysis that not only focuses on theoretical aspects, but also implementation in the field. His findings show that the characteristics of sharia in hotels can be translated into more universal criteria, such as being family-friendly, comfortable for children, and providing a sense of security and comfort both worldly and ukhrawi.

This research is expected to make a significant contribution to the development of halal tourism in Indonesia and Malaysia. The findings and recommendations produced can be considered for the government, industry players, and other stakeholders in formulating more effective policies and strategies.

Nabilah binti Yusof successfully defended her dissertation under the guidance of Prof. Dr. JM Muslimin, MA, Prof. Dr. Sharifah Hayaati Binti Syed Ismail and was tested in front of a panel of examiners consisting of Prof. Dr. Zulkifli, MA, Prof. Dr. JM Muslimin, MA, Prof. Dr. Sharifah Hayaati Binti Syed Ismail, Prof. Dr. Ahmad Rodoni, MM, Prof. Dr. Kamarusdiana, MH, Prof. Nur Hidayah,  S.Ag, SE, MA, MA, Ph.D.

After paying attention to the writing of the dissertation, the comments of the examining team and the promovendus answers, the examining team determined that Nabilah binti Yusof was declared to have graduated with the title of Very Satisfactory and became the 1614th Doctor in the field of Islamic Studies at the Graduate School of UIN Syarif Hidayatullah Jakarta.(JA)
