Parhan Hidayat's Doctoral Promotion Exam, PTKIN Lecturers' Scientific Publication Culture: Between Policy, Habits, and Integrity

Parhan Hidayat is a student of the Doctoral program in Islamic Studies with a Concentration in Library and Information Science. He wrote a dissertation entitled "Culture of Scientific Publication of State Islamic Religious College Lecturers: Between Policy, Habits, and Integrity".
This research uses a qualitative approach with the grounded theory method, departing from field data as the main source to build a comprehensive theoretical framework. The validity of the data was tested through triangulation of data collection sources and techniques in three leading UINs: Syarif Hidayatullah Jakarta, Sunan Gunung Djati Bandung, and Maulana Malik Ibrahim Malang.
The main findings of this dissertation open eyes to the reality of the implementation of scientific publication policies at PTKIN. Instead of being the main driver of scientific development and intellectual maturation, the policy of publication obligation is considered not to have been fully successful. The different perspectives between the government and PTKIN are one of the causes. The government tends to see scientific publications as a tool to catch up with other countries, while PTKIN sometimes makes it a competition in various university rankings. Ironically, for some lecturers, scientific publications are considered more of a formality to meet administrative demands alone.
Furthermore, this study highlights the important role of research groups in increasing the productivity of scientific publications among lecturers. Lecturers who are members of research groups tend to be more active and produce more scientific works. However, a worrying finding is the practice of student exploitation in research and publication collaborations. The absence of a clear system regarding students' rights and obligations in this collaborative process is a loophole for unethical practices.
The issue of integrity is also in the spotlight in this study, especially related to the government's efforts to appoint credible professors. The culture of jockeying and lobbying practices are indicated to still be obstacles in enforcing the rules that have been set. This indicates that there are cultural challenges that need to be overcome so that the process of appointing professors is truly based on true academic quality and integrity.
Departing from the findings of the field, this dissertation succeeded in formulating a new theory about scientific publications. This theory defines scientific publication as the habit of producing scientific works that are able to increase the recognition of universities. This habit can thrive through synergy between supportive campus policies, self-motivation from the entire academic community, and most importantly, integrity that is upheld by every individual in it.
Theoretically, this formulation is in line with the organizational behavior theory of Robbin and Judges (2014), which emphasizes the importance of conformity between individuals and organizational culture. In the context of scientific publications, the compatibility of lecturers and academic staff with a positive publication culture will increase their satisfaction and commitment in producing quality and integrity scientific works. This dissertation is expected to be an important foundation for PTKIN in formulating policies and strategies for developing a more effective and ethical scientific publication culture.
Parhan Hidayat successfully defended his dissertation under the guidance of Prof. Dr. Dede Rosyada, MA and Prof. Sulistyo-Basuki, Ph.D, and was tested in front of a board of examiners consisting of Prof. Dr. Zulkifli, MA, Prof. Dr. Dede Rosyada, MA, Prof. Sulistyo-Basuki, Ph.D, Prof. Dr. Jajat Burhanudin, MA, Prof. Dr. Rena Latifa, M.Psi, Psychologist and Prof. Dr. Iik Arifin Mansurnoor, MA.
After paying attention to the writing of the dissertation, the comments of the examiner team and the answers of the promovendus, the examiner team determined that Parhan Hidayat was declared to have graduated with the title of Very Satisfactory and became the 1622nd Doctor in the field of Islamic Studies at the Graduate School of UIN Syarif Hidayatullah Jakarta.
